This question on who writes Lapsus has been asked many, many times by well-meaning readers not only here in the Philippines but also all over the world. Verily, this is one of the most popular and widely read columns in Panay News.
We purposely designed that the writer remains anonymous in order to effectively expand the frontiers of press freedom and give more encouragements to those who want to expose the wickedness and shenanigans of those in power and influence without fear of reprisals.
Printing about the truth on matters of public concern nowadays is not only very hard but doubly hazardous as well.
On account of this prevailing dangerous atmosphere that the members of the Fourth Estate are facing, the press, in its primordial and adversarial role to make democracy alive and kicking, should continue to pursue its mission with courage.
But it does mean we have no balls to claim authorship to this controversial column.
That is why in all cases arising herewith, I always take responsibility by facing the consequences.
Out of 140 cases filed against this paper, 80 percent of which emanate from Lapsus.
I have been convicted for libel thrice already, aside from so many threats to life and limb, but I take pleasure in the fact that I have served public interest with malice towards none.

COMPLAINTS VS CITY ENGINEER
AS the roads in Iloilo City are flooding, with no canals and sewerage system, it is the City Engineer’s Office that receives so many complaints.
Well, the complaints are misplaced.
One reason for the lousiness of the office is the utter lack of money or budget for this very important project.
Mayor Jerry Treñas cannot produce money at the twinkling of his eyes.
Much of the money from our national budget goes to graft and corruption.
At least between 30 to 40 percent of the entire national budget lands on the wicked palms of corrupt officials, from Malacañang down to the lowest level of government agencies.
We see no bright hope that in the near future this problem could be solved.
For the meantime, Engr. Llane Opinion has basketful of condemnations from the public.

PAGING VICE MAYOR ACLARO
WE have been receiving reports that Estancia, Iloilo Vice Mayor Butching Aclaro is the source of a news saying that Mayor Restituto Mosqueda has been allegedly convicted by the Sandiganbayan.
The popular and handsome mayor denied in clear and loud manner the authenticity of the news report, and even challenging anybody to produce the court decision because he would give a reward.
He denounced the source of the news report with bold challenge to anybody to produce documents.
Despite this challenge, the vice mayor has not come out in the open and prove his wild allegation.
He is as silent as the whitened sepulcher in the stillness of the night.
Many said that the vice mayor cannot wait for his time in 2010 – that is if he would run for mayor, fight the incumbent official and defeat him.
Say mo, Bert Montilla?
